Oracle connection Error

I have a local version of Oracle running on my Windows 2008 R2 virtual machine. I have been able to connect to the database using Navicat Premium.

I cannot connect using Centerprise Professional. I get this error but I am not sure how to solve this.

Provider type: Oracle.
Running connectivity tests...
Attempting connection
Error opening connection.
[12514] TNS-12513 TNS:service handler found but it has registered for a different protocol

These are the parameters I use for Navicat. How do they translate to Centerprise

Server Type: Oracle
Connection Name: local.development
Connection Type: Basic
Host Name/IP Address: localhost
Port: 1521
SID: pauldb
User Name: paul_db

Found this after some searching...

"ORA-12513: TNS:service handler found but it has registered for a different protocol
*Cause: The dispatchers registered for this service are connected to
the listener by way of a different network protocol than that of the client.
*Action: Contact the DBA to register a dispatcher on your protocol."

Can you try registering a dispatcher for tcp?
